  • Description
      Provides middle management oversight and direction to staff engaged in one of several Human Resource functions: Employee Benefits, Compensation, Employee Relations, Employment, HRIS; Security and Training and/or Development. Plans, organizes, directs and controls policies and programs encompassing human resources management. Incumbents work independently under general direction of the responsible Vice President. Errors may result in substantial long-term expense and/or disruption.

    REPRESENTATIVE PRINCIPAL DUTIES AND RESPONSIBILITIES*

    Plans goals and objectives for human resources unit(s) and organizes staff accordingly, including the implementation of policy, and the establishment of internal operating practices and procedures. Provides guidance to staff to ensure the effective maintenance of the same. Establishes internal controls and monitors activities of units to ensure operating quality. Provides guidance, and/or takes corrective action as necessary.

    Plans and monitors overall budget for human resources unit(s), and initiates and approves (as designated) requests for resources through the appropriate chain of command.

    Acts as point of contact for internal client departments to resolve problems and acts as in-house consultant, providing expertise regarding matters affecting human resources functional activities.

    Acting directly, or through subordinate managers, interviews, selects, and supervises training of new employees. Monitors overall administration of staff development, performance evaluations and salary budget within unit(s). Encourages positive work environment and productive staff relations.

    Maintains contacts with major suppliers, vendors and subcontractors and leads negotiations for services and/or equipment.

    Represents department to internal/external stakeholders on matters affecting department. Represents human resources function to ACS management, resolving problems or conflicts. Participates in related presentations.

    Works closely with in-house legal counsel and management on employee litigation affecting functional area.

    Keeps apprised of developments in field of expertise to ensure currency and makes recommendations to senior management to improve efficiency/effectiveness of human resource functions.

    Typical of the functional responsibilities of Human Resources Directors:

    Benefits – Participates in and analyzes benefit surveys; researches, analyzes and participates in the development/design and administration of ACS benefit plans and programs; works with staff and vendors to develop employee communications; oversees annual enrollments; oversees the maintenance of employee benefits records; resolves benefits issues and concerns with vendors. Interprets benefit coverage and may be involved in costing and negotiating vendor/carrier contracts.

    Compensation – Performs job analyses; writes job descriptions; evaluates positions; participates in analysis of market pay and compensation practices; develops pricing/pay structures and budgets; administers pay for performance; approves salary adjustments and/or other base and incentive programs for ACS.

    Employee Relations – Provides counseling to employees and supervisors; champions “quality of work life” programs and initiatives; seeks to resolve employee grievances and complaints; provides guidance on performance and disciplinary issues; conducts exit interviews, orientations, etc; develops and analyzes results of employee surveys; oversees Employee Assistance Program (EAP). Assists in administering affirmative action plans and equal employment opportunity programs; conducts audits and investigations of internal complaints/problems and identifies/facilitates use of minority community resources.

    Staffing/Recruitment – Researches job qualifications/hiring department needs; develops recruiting strategies; identifies sources for qualified candidates; initiates, ads, college recruiting, job fairs, agency contacts, etc. Screens resumes/applications, interviews applicants, checks references, conducts employment tests and determines general suitability for employment at ACS.

    Human Resource Information System (HRIS) – Manages the HRIS function to include employee database maintenance; report generation and personnel action processing. Maintains the HRIS system and oversees modifications to or installations of upgrades.

    Learning and Development - Analyzes employee learning and development needs and prepares courses and related documentation/training materials. Identifies outside sources/vendors. Conducts training classes and/or manages programs. Evaluates course/program effectiveness. Oversees tuition assistance program. May provide organizational development expertise/consulting.

    Security – Administers security policies, procedures and regulations including processing Company personnel for clearances, briefings and debriefings; handling of classified materials; security education, etc. Represents ACS to various clients; conducts and/or participates in audits and site visitation; investigates violations and ensures required
  • Education and Typical Years of Experience
      Bachelor’s degree in Human Resource Management, Business, Management Information Systems, Organization Development or related disciplines, or equivalent experience. Graduate study in area of expertise is helpful.

    7 or more years of progressively responsible human resources experience in designated area(s) of specialization, including experience in technical/professional services is required.

    5 or more years in a management or supervisory role, including responsibility for capital and/or operating budgets.

    Demonstrated strengths in organizational skills required to select, manage and develop assigned staff.

    Strong customer service orientation.
